World War One meant a real hardship for British people in terms of diet. Domestic agriculture relied on horses and farm workers, both of which were requisitioned for the war effort. There was a 60% reliance on import for food. This meant a growing crisis on dairy products with milk, butter and cheese becoming scarce. The Government eventually responded and set up a butter and cheese import committee to address this challenge. The situation was to an extent exacerbated by the difficult relationship with Ireland which was on its way to independence for the Irish Republic. Ireland had been the source of much dairy product. The handstamps for the Butter and Cheese Imports Committee in 1918 and 1920 were from a ledger of essays and specimens of certifying handstamps for British official mail (1901-1964).
